PM Carney must have read his book.i think he is trying to find a balance between our interdependence with the US and the need to create distance and better synergies with the EU and UK. It will be challenging. But we have no choice.

Canada joining the EU almost certainly requires a constitution amendment with all 10 provinces consenting.
